Unfortunately, the animation is set on the theme code directly. There is no setting on the “Theme settings” to disable this. It is being applied from a JS file directly for all the elements.
But this should not affect the site loading speed much since it is lightweight JS which is quite common. Can you please provide your site link and if possible, wp-admin login as well so that we can check what is causing the speed issues?
